Please read the following information carefully before submitting a visa application. Failure to comply with these instructions may result in a delay in your receipt of a visa or the return of your application unprocessed.

Please take note that the Consulate responds to inquiries as to the status of the visa applications only between 5:30 p.m. and 6:00 p.m.

IMPORTANT VISA ANNOUNCEMENT

New rules for the issuance of visas for entry into Ukraine and transit through its territory

On June 01, 2011 the Cabinet of Ministers of Ukraine adopted the Decree No. 567 "On approval of Rules on the issuance of Ukrainian entry and transit visas" which came into force on 10 September 2011.

The main purpose of adoption of this decree is to harmonize the existing legislative base of Ukraine in the visa field in conformity with present requirements and EU legislation, EU Visa code, as well as to improve the efficiency of state bodies of Ukraine in the illegal migration combating.

The Decree foresees also the following:

1) Reducing the number of visa types from 22 to 3 and definition of their types in accordance with the duration of stay on the territory of Ukraine: “B” – transit visa, “C” – short-term visa, “D” – long-term visa.

Transit visa (indicated by the letter B) will be issued to foreigners and stateless persons to cross/enter Ukraine as a transit territory. It can be a one-time/single, double or multiple and issued for a period, not exceeding one year. This visa is valid maximum for 5 days for each time of transit. Documents confirming transit purpose of travel (visa given by another country, i. e. the third side, ticket and other documents/ documents confirming the transit purpose of cargo shipment by truck and passengers by bus through the territory of Ukraine) should be presented to the diplomatic/consular representation.

Short-term visa (C) will be issued to foreigners and stateless persons, provided that the duration of their stay in Ukraine does not exceed 90 days within 180 days from the date of the first entry. In addition to that, this type of visa can be a one-time/single, double or multiple, issued for 6 months or another period, not exceeding 5 years.

Long-term visa (D) will be issued to foreigners and stateless persons to enter Ukraine for the processing of documents that give the right of residence or stay in Ukraine for the period exceeding 90 days. This visa is issued by diplomatic representations or consulates of Ukraine as single for 45 days. However, in some cases, particularly for foreign journalists visa may be issued directly in Ukraine by the Ministry of Foreign Affairs of Ukraine as a single, double or multiple visa up to 3 years.

2) The establishment of a single rate for the visa documents processing: 85 US dollars for the issuance of a singe entry visa, 130 US dollars for the issuance of a double entry visa, 200 US dollars for the issuance of a multiple entry visa;

3) The citizens of Guatemala, Malaysia, Mexico, Panama, Singapore and Croatia do not need to submit invitations for short-term travels to Ukraine;

4) The possibility for the citizens of Antigua and Barbuda, Barbados, Mauritius, Salvador, Seychelles Islands and Turkey traveling to Ukraine as tourists to obtain visas in the airports of “Borispil” (Kyiv International Airport), “Odessa”, “Simferopol”, “Odessa sea port”;

5) Obligatory notification of foreigners and stateless persons of reasons for the visa issuance refusal;

6) The personal right of foreigner and stateless person to dispute the decision on refusal of granting a visa.

Visa Free Regime

Citizens of Canada, U.S.A., the Countries of European Union, Japan, Switzerland, Norway, San Marino, Monaco, Iceland, Vatican, Andorra, Liechtenstein, Republic of Korea and Paraguay may stay in Ukraine without visa up to 90 days within a 180 day period.

No visas are required for citizens of the countries of the Commonwealth of Independent States (except for Turkmenistan)

Visas are still required for those citizens of the above mentioned countries entering Ukraine with the purpose of employment, permanent residency, study or with any other purpose, once they are staying in Ukraine for more than 90 days within a 180 day period.

Do I need a Visa?

Visa is not required for the following persons holding:

  1. the United Nations laissez-passer and visiting Ukraine on business related to the activity of the UN or of a specialized agency thereof;
  2. laissez-passer issued by institutions of the European Union, including the European Commission, coming to Ukraine on business related to the activity of these institutions;
  3. a diplomatic, service/official/special or ordinary travel passports or any other document that certifies the individual's identity and confirms his or her citizenship of Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyz Stan, Moldova, Russia, Tajikistan or Uzbekistan;
  4. a diplomatic, service/official/special or ordinary travel passports or other document issued for travel abroad for citizens of Georgia and countries listed in the “Visa Free Regime” paragraph;
  5. a diplomatic, service/official passport of Albania, Argentina, Bosnia and Herzegovina, Brazil, Brunei Darussalam, Cambodia, Chile, China, Croatia, Cuba, Dominican Republic, Democratic People’s Republic of Korea, Iran, Laos, Macedonia, Morocco, Panama, Peru, Serbia, Singapore, Thailand, Turkey, Venezuela or Vietnam;
  6. a diplomatic passport of Mexico.

Who requires a visa:

All persons other than those listed above, who wish to enter Ukraine, are required to have a Ukrainian visa, valid for the period of their intended stay in Ukraine, inserted into their passports or travel documents. Holders of ordinary passports of Afghanistan, Angola, Bangladesh, China, Democratic Republic of Congo, Ghana, India, Iraq, Iran, Jordan, Lebanon, Libya, Morocco, Nigeria, Pakistan, Palestine, Syria, Somali, Sri Lanka, Taiwan and Viet Nam, of other countries of the Near and Middle East and Northern Africa are urged to contact the Consular Section prior to submitting their visa applications.

What Kind of Visa Do I need?

New rules for the issuance of visas for entry into Ukraine and transit through its territory introduce three types of visas:

1. Transit visa (type B) - allows transit through the territory of Ukraine within the period of 5 days. This type of visa can be issued as one-entry, two entries or multiple entries within the period of one year;

2. Short-term visa (type C) - allows staying in Ukraine for less than 90 days within a 180 day period starting from the day of first entry to Ukraine. This type of visa can be issued as a one-entry, two entries and multiple entries. This visa is valid for the period of up to 5 years;

3. Long-term one-entry visa (type D) – can be issued for applicants who enter Ukraine with the purpose of obtaining documents permitting staying in Ukraine for the period of more than 90 days. Within 45 days from the moment of entry to Ukraine a holder of long-term one-entry visa should apply to relevant authorities in Ukraine for a permanent/temporary residence permit.

Application Fees:

The fees listed below, which are not reimbursable after the issuance of a visa, may be paid by U.S. citizens in U.S. Dollars or in their equivalent in Canadian Dollars at the prevailing exchange rate on the date of application, and by all other nationals in Canadian Dollars or in their equivalent in U.S. Dollars at the prevailing exchange rate on the date of application.

The application fee is waived for:

  1. the representatives of state governmental entities who enter Ukraine on official business, technical personnel assigned to diplomatic missions and consular posts in Ukraine and members of their families;
  2. persons visiting Ukraine for the purposes of providing humanitarian aid or conducting charitable activities
  3. the citizens of Japan, Republic of Korea and Serbia;
  4. the children under 6 years old.

*On the basis of reciprocity the consular fees for Canadian citizens applying for the long-term visas are:

  • to enter Ukraine for permanent residence – 475 CAD;
  • to enter Ukraine for employment – 150 CAD;
  • for international students – 125 CAD.

**On the basis of reciprocity particular consular fees apply to the citizens of following countries: Australia, Austria, Algeria, Angola, Belgium, Great Britain, Denmark, Israel, Ireland, Italy, Montenegro, Netherlands, Norway, Pakistan, Portugal, Romania, Slovenia, U.S.A., Finland, France and Czech Republic. Citizens of the mentioned countries are urged to contact the Consular Section prior to submitting their visa applications.

Documents Processing Duration

The normal duration of processing of visa applications is fifteen (15) calendar days, from the next business day after the Consulate receives the visa application and all attendant documents as described above, to the day that the visa is ready to be picked up or sent out to the applicant. Accordingly, the time required for postal or courier delivery is not included in this fifteen (15) day period. For the applicant's convenience, expedited service may also be requested whereby, the visa will be available. An additional fee is charged for the expedited service, as noted above.

If the day that a visa application is received or a visa is ready for pick up or delivery falls on Saturday or Sunday or a Ukrainian or Canadian public holiday, the next business day will be applied. Accordingly, the above-referenced time frame must be taken into account when requesting an initial date of validity of the visa and planning the date of arrival into Ukraine. If the requested initial date of entry into Ukraine falls within the processing time, the Consulate will be obliged to return the visa application unprocessed. Similarly, if the initial date of entry into Ukraine is too close to the end of the processing period, the visa may be received by the applicant beyond the intended date of departure.

When simultaneously sending multiple visa applications requesting varying processing times, a separate return envelope should be provided for both the normal and expedited services. Please note that the Consulate strongly advises visa applicants not to purchase a non-refundable air ticket prior to receiving the required Ukrainian visa. The Consulate bears no responsibility for any financial or other loss, which may result from the cancellation of an anticipated date of departure.

Issuance of Visas

A passport or travel document with the visa, if to be picked up in person, may only be issued to the holder or his or her designee pursuant to written and duly signed consent of the holder. If they are to be returned by mail via Canada Post, which is recommended, the Consulate must be provided with a pre-paid self-addressed return envelope. If none is provided, the passport or travel document will be held by the Consulate gratis until (a) it will be picked up in person either by its owner or designee, or (b) until a pre-paid self - addressed envelope is provided. If notwithstanding the above recommendation they are to be returned by a courier service (FedEx, DHL, UPS, etc.) the applicant will need to call the Consulate between 5:30 p.m. and 6:00 p.m. to confirm readiness of visa, and if so, make the appropriate arrangements with a courier service.

If the courier service refuses to pick up the return envelope for whatever reason, the passport or travel document will be held by the Consulate gratis until (a) its pick up in person by its owner or designee, or (b) until a pre-paid self- addressed Canada Post envelope or duly completed courier service waybill, together with the courier service's envelope is provided. The Consulate disclaims any responsibility for any mail that is lost, damaged, misdirected or delivered late.

Please take note that while the Consulate has a working relationship with various courier services, except for FedEx. Accordingly, should the document be returned via FedEx, the applicant will need to call the Consulate between 5:30 p.m. and 6:00 p.m. to confirm whether the visa is ready, and if so, to make the appropriate arrangements with FedEx.

The Consulate disclaims any responsibility for any mail that is lost, damaged, misdirected or delivered late.

Checking the visa

The Consulate strongly advises that after visa is received it should be checked carefully. The Consulate is not responsible for any losses arising from omissions or discrepancies between the data on the visa application form and the visa itself, which are not brought to the attention of the Consulate in writing within a reasonable time period to make the appropriate corrections.

Replacement of a visa

Since no amendments can be made to a computer-generated visa, and if there is a need to change the entry date in the visa, an application for a new visa must be submitted, except in those where the data on the visa cases differs from that provided in the application form. In the latter cases the applicant can send his passport to the Consulate with a letter stating the discrepancy and requesting the issuance of a new corrected visa. The issuance of the corrected visa in the latter cases will be done at no cost to the applicant, except for return mailing.
